His sisters, rising to their responsibilities, allowed him to enter Mico Teachers' Training College at age 22, only to hear in August of that year, just as he had returned to College, that his mother had died. After 3 years he graduated, took charge of the second half of the family, freed his 2 sisters and brother to begin their life and began his career. After just 3 years as principal of 2 large primary schools, in 1947 he met and married his dear wife Philysita Hill, a college mate. The marriage has lasted because she was conscious enough not only to share his responsibilities with him but accepted a previous daughter, Yvonne, along with his 3 children: Steve, Roma and Peter. Later, he also adopted Sedrick Smith, his nephew. The realities of life and their educational exposure got his siblings off at an early age and significantly reduced the size and responsibility of the family. In the planning department, he was involved in project identification, preparation, implementation and international funding through agencies like the World Bank, the International Development Bank and the FAO. 1984-87 He planned and managed a rice farm of 2000 acres in Brumdec, St. Elizabeth. 1987 Left for the USA. 1997 Contracted to the Urban League for selection, pre-placement and on-the-job training of 500 participants in the Summer Youth Employment and Training Program of Broward. 1998 Contracted to the Paxen Group, a for-profit company involved in developing curriculum enrichment programs and applying them to young people in Broward. This was a rich experience. Specialized Training: Reference has already been made to Owen's training as a teacher. In 1954-55, he attended the Institute of Education, London University and, for his Associateship in Education, he wrote as his thesis " Childcare in England, Sweden and Denmark with particular reference to juvenile delinquency with a view to solving the problems of the Approved School, Stony Hill, Jamaica. In 1960-61, he acquired the Diploma in Social Administration at the London School of Economics and Political Science. Other activities took him to Germany for a youth exchange program, to Israel to see agricultural settlements and to Latin America on a number of occasions to advise youth leaders in youth policy development and training. His activities with his church: In Jamaica: As his wife was Anglican, he switched to this denomination to be with the family and spent his later years at St. Matthews, Allman Town.,Kingston 4 Here, he collaborated with the Vestry and Canon Weeville Gordon, the Priest, to purchase all for-sale lands adjoining the church. With these, the Bishop Swaby Poly-project was established to provide training and employment for the youth of the area. These projects are currently being run by the Heart Program. Along with Bishop Murray in Mandeville and the Anglican Synod , they updated the Canons relating to youth and he designed and managed an updated Anglican Youth program before he left for the USA.
