In his professional life, Frank was described as a humble giant in his industry. He received degrees from SUNY Farmingdale and Roberts Wesleyan College, he was also a licensed professional engineer. Frank worked for Monroe County for 22 years, finishing his career as the Director of Transportation for Monroe County and then starting his second career of 21 years with Bergmann and Associates as a consultant in their traffic department. Winning several awards, serving on different boards throughout Monroe County and across the US, and being inducted into the Hall of Fame for ITE (Institute of Transportation Engineers) an international organization. He was also instrumental in designing and naming the Colonel O'Rourke Bridge formerly the Stutson St bridge.

In his spare time, he enjoyed volunteering at the Chamber of Commerce in Cape Vincent and his association board on Kirkdale Circle. He had a love for trains and traveling on Amtrak. Frank was an avid walker and a terrible golfer. He loved his home in Cape Vincent and the St. Lawrence River. His family was the most important thing to him and he made that known to all who asked.

Our family would like to give special thanks to Hildebrandt Hospice Facility. All of the doctors, nurses, aides, and staff for the unbelievable care they gave to Frank at the end of his journey. They have left a lasting imprint on our hearts.

"While I never had the pleasure of meeting Frank, I have known two of his daughters (Julie and Bonnie) for many years. They are both amazing women who are much loved and respected. It's obvious after watching the lovely tribute video that Mr. Dolan was the sort of father that made a wonderful life for his family with his love and kindness leading the way. May your happy memories bring you peace during this very difficult time. Rosemary Wahl Kaczor"
