Frank Dutko, 1933- 2016, 88, of Phoenix, Arizona, formerly of Madison, Illinois, peacefully passed away in his sleep on May 19, 2016. Frank was preceded in death by his wife Sara of 55 years, they raised 6 children: Cindy Altman (Steve), Kelly Pinnell (Rob), Robin Newman (Tom), Frank Dutko, Becky Dutko, Adopted Cindy Baczewski (Dave); 7 grandchildren, Kelly Horobec, Ryan Pinnell (Taylor), Jamie Kabo (Drew), Hayley Newman, Drew Pinnell (Kasey), Emily Baczewski, Alex Altman; and 3 great-grandchildren, Zoe Pinnell, Rylee Kabo, Dylan Pinnell. Frank is survived by sisters Mary Perdue, Annie Podner and sister-in-law Norma Kinder. Also preceding him in death are son Frank Dutko and daughter Robin Newman, parents Anna and Michael Dutko, siblings, Kelly Dutko, John Dutko, Mike Dutko, Howard Dutko. Frank and his wife Sara moved to Phoenix in 1996 to be with children and grandchildren. Frank Dutko joined the Madison Police Department in 1950 and was promoted through the ranks to Chief of Police in 1970-1977. Frank was the first officer in the quad city area to have a police dog (Sir Kelly) which pressed into service for 6 years. Frank ran the first radar unit, and helped to develop a gun range in the basement of the police dept. Frank was the first chief in Madison to set up a one man patrol system and through government grants purchased numerous new equipment for the department and set up various reporting systems. He established the first Detective division. Upon retirement from the police force, Frank served on City council as an elected Alderman. In 1980, worked as an investigator in the state attorney's office when appointed to Madison County Board. Served 12 years on the county board, on 5 different committees. While serving as a Board member, he also worked as a security guard for Granite City Steel and retired in 1996. Following his move to Arizona, Frank kept in regular contact with the activity in the City and County of Madison through friends and various organizations. Member of the Southern Illinois Police Chiefs Association (which Frank was a founding member), Illinois Police Assoc., Madison County Police Assoc., Illinois Police Benevolent and Madison Amvet Post 204 Club (since 1952). Visitation will be from 9:00-11:00 AM, followed by Funeral at 11:00 AM Wednesday, May 25, 2016 at Hansen Chapel, 8314 N. 7th Street, Phoenix 85020. Burial to follow at 1:00 PM at National Memorial Cemetery of Arizona, 23029 N. Cave Creek, Phoenix 85024. "Please accept our condolences on losing your Dad. Leo's health has kept us from doing many things and one of them was to contact and visit Frank. Our memories go back to our old Madison days. Frank was a few years ahead of me in high school and my brother (Bill Davis) served on the Madison police force with Frank. We can remember the old City Hall and Third Street where Lionberger's lived. We are also old enough to remember Reese's Drug store on the corner. Bill passed away a few years ago but he remembered your Mom when she and Frank were going together. Frank and I attended the old Madison High as did Bill and my Spohr cousins. We're sad that we didn't get a chance to visit with Frank and share old memories. We enjoyed your family Christmas cards, it was always nice to see how you had all grown and how close you all were as a family and I enjoyed the e-mails we used to receive from Frank. You have some lovely memories to sustain all of you! Sincerely"

"Dear Cindy & Family. I feel very bad about your Dad. He was quite a guy and one of a kind. I talked to him a couple of years ago while at a Madison County Polce meeting. Billy Papa had called him. I thanked him again and reminded of him bringing me bullets when I ran of them way out on Route #3 by Hartford Canal. It seems everybody else was blocked by a train. Not Frank. Thank you for being such a great girl at MEG. I hope you enjoyed your career at AA and are having a good life. I'm doing well. I go back and forth between Branson and Navarre, FL. I only go back to Granite City once a year to qualify on the range under a 2003 Federal Law. You take care Cindy and you and your family have my deepest sympathy. You Dad will be missed by all.
